China VC Investment in 2007–Review and Outlook(Trends and Policy)
Influenced by the industry growth trend in 2006, newly-raised funds and investment gross of VC/PE in 2007 keep an increase tread year on year. Provisions for Foreign Investors to Merge Domestic Enterprises jointly promulgated by Ministry of Commerce and other five ministries and commissions in 2006 had displayed the effectiveness in the investments and withdrawals this year. These influences are presented in Zero2IPO's updated 2007 Mid-term Study Report. Statistics on the 1st quarter from Zero2IPO shows PE fund raised amount reached about 1.8billion USD. Zero2IPO forecasts that the privately-raised investment in Chinese mainland is hopeful to break through 10 billion USD in 2007. Confronting the huge opportunity of Chinese economy development, the border between PE fund and VC investment is not clear as before. PE investment is available in many growing enterprises and VC also appears in pre-IPO enterprises. Why does this investment strategy change appear? In which fields, do they overlap with each other? What are influences of the PE (VC) with newly injected investment to original VC (PE) market ecology? What are the trans-field investment strategies of VC and PE investors? Hi-tech zone has been the cradle for cultivating rapid-growing enterprises, a powerful engine for promoting the regional economy development and the project sources for most concentrated investment funds. Statistics indicates above 80% of VEs in Beijing are in Zhongguancun. How can the hi-tech zones utilize the pioneering investment to accelerate the enterprises' development? Provisions for Foreign Investors to Merge Domestic Enterprises jointly promulgated by Ministry of Commerce and other five ministries and commissions? regulated that the main focuses are the supervision and review to the domestic enterprises to be merged by foreign capitals, especially for those in the sensitive industries, and the improvement of the threshold of domestic enterprises' "red-chips listing" manner. Zero2IPO Research Centre's statistics show that about half of VC/PE funds quitted from the invested enterprises in 2006 especially via the manner of overseas capital market listing. Thus, it seems that we cannot see the Provisions' pinch to Chinese enterprises' overseas listing. But, some insiders believed that a real performance is to come later on. How will the Provisions for Foreign Investors to Merge Domestic Enterprises influence long-existing "red-chips listing" model? How will it influence foreign venture capitals' withdrawal from Chinese enterprises? Are there any solutions for that?
